Which ones give the most template options? Which ones give the most options and capabilities for free? Which ones are best for people who are beginners, or for people who are experts, or for people who have a basic knowledge of web design?

Thanks I’m still confused - so if it says Domain Names $11 and then Web Hosting $164.50, do I need both? Or can I just buy a Domain Name and use Frontpage to upload my pages to that name? Sorry… I can be a bit thick sometimes…
